The issue with the new cinderhulk vs devourer
In a discussion recently about the new cinderhulk (i forget where, sorry), A rioter said that the point of the new cinderhulk was to give tanks more mid game power instead of late game. There is one big issue with that - riot assumes that devourer is a late game item
While it mostly synergizes with late game characters like udyr, xin, yi, and shyvana, realisticly you get sated, which is effectively 90 stakcs (every other hit deals 60, so every hit deals on average 30 making it 90 per hit on average) @ about 23 minutes. This is wayy too early imo, and the main reason why you get it stacked so fast is that drag + scuttle gives 7 stacks. Combine it with the fact that most devourer junglers already have good clear times and your "late game item" effectively gives 50% attack speed and 90 on hit magic damage @ 23 minutes. compare this to bork - i am not saying that bork is bad (it's good), this is just a frame of comparison. Bork gives 8% max health damage. The average enemy should be at 50% health in duels (please note that obviously this is flawed, just makes some sense and is a generlization), making bork deal 4% max health damage. 90 X 25 is 2250, which bruisers will reach at around 25 minutes, tanks will reach at around 15-20, and squishies will never get. That means until late game, bork deals less damage on average then devourer... and devourer is 1000 gold cheaper + gives the machete/smite upgrade bonuses.
tl;dr - devourer is op, and making cinderhulk the "mid game option" is not a good idea because by mid game, most devourers will be sated
