Brand hasn't been a dot mage since meddler turned him into a dedicated support with repetoir years ago. Brand is a teamfight mage who does burst.

every game then I'd be perm banning Brand.
He's a suicide mage like karthus because 9 times out of 10 he just blows his load, dies, and then kills everyone anyway with his ult and passive.
Most people say "Yes", and that is the answer.
Brand is predictable and doesn't have a lot of protection besides damage, baby, damage. His Q at anything that isn't point-blank range is extremely easy to bait and dodge due to its relatively low travel speed, his W does meh damage unless you're already ablaze, and his R is about as impactful as passing wind in a tornado if it doesn't bounce. His passive tends to be most of his laning damage and it helps him to synergize with DoT items, but he can't stay a DoT mage because, again, no real protection and no escape whatsoever, so unless he had the ability to stay 1000 units back instead of having to get closer to enemies ever, he'd be blown up by the entire roster before his damage burned his enemies away.
As a result, his "protection" is to make whatever's standing in front of him fucking dead so long as he hits a full combo to its entirety. So unlike Cass who is a DoT mage through and through, Brand sits comfortably in a "burst mage" category with DoT tendencies that requires enemies be closer together to make the most of his abilities.

It depends on the order in which you cast his spells. He can blow up one target, he can set multiple people ablaze for dps, or he can ult a team in a team fight - occasionally all three.

AoE burst mage
Take out single target, because he’s Brand, support, because he only goes bot lane to abuse his AOE, and 1v1, because he can be on his own but it’s sub-optimal.
He’s an tankbusting mage with below average single target burst when compared to mates like

and no mobility in exchange for pure, unfiltered, AOE damage.
His DOT is there too, but it’s not that powerful unless you have a lot of health. (on squishy targets late game it’s like 100 magic damage over time)

Is there a diffrence. I dont see any mage that isnt burst. And mage spells are up so often without losing damage for it alot of them have multiple instance damage that usually is just multiple procs of burst.
those things are not exactly mutually exclusive though. Only thing that theoretically excludes each other is dps vs burst, though thx to damage and cdr creep, the line between them is rather blury. Most of the meta mages can pop squishys while haveing rather high dps, just how adc at some point still beginn to burst squishys while haveing insane dps.
He's a burst mage with some DPS, but primarily AoE. He's also great at team fights and multi-target skirmishes. His early poke is also strong since it can chunk people out fast. He also has options to choose from once his passive is stacked up on someone, from stuns to bonus damage to AoE + Wave clear. Oh and he has gets mana back on minion kill.

You see; during the days of the "mobility creep" hate train Riot was scratching their heads about what an immobile mage needs in order to totally shut down the complaints, and shit like Brand's current state along with a number of other champions resulted from it.
Teamfighting isn't exclusive from damage dealing.

the answer to your question is 'yes'
Brand sits somewhere between a Burst Mage and a Battle Mage depending on how you build him. For example, if I saw a Brand with 
I'd feel more inclined to call him a Battle Mage because he has the ability to kite, he has reasonable amounts of sustained damage, and he is fairly beefy.

He's a burst mage because all of his damage comes in one "burst" he does not have any spammable spells. He's a DoT mage because all of his spells offer a potent DoT damage part to them. He's a teamfight mage because two of his four abilities are AoE/multi-target and one of the non-AoE abilities can become a multi-target ability- and he can create more AoEs if his enemies cluster together. None of these terms must contradict each other- they can all be true.
Now what you pretty arguably cannot call Brand is a DPS mage like Cass, Karthus, or Azir. He has no method of reapplying his damage every given second like they do.
Pretty much all of them, he has literally all of those.
Burst? Yep, land a stun and then you just smack the rest of your combo onto them and they get instakilled from full hp.
DoT? Yep, 4 ways of dealing DoT to enemies and some of them are AoE.
Teamfight? Yep, two of his abilities are legit designed to spread to enemies, his passive is designed to punish grouped up enemies, and he has another AoE, plus a stun for assassins.
It is like jungle graves all over again.

He has not the range nor the mobility for a burst playstyle and lacks durability for Dot playstyle. Additionally Brands DMG is not high enough to effectively burst someone- 100 to 20 is easy, but those 20 are hard.
That's why your laning is basicly nothing more than annoying people with W while sitting on EQ in case of engages. Get you Rylais, get your Ludens and than single handedly win TFs with an well timed R-E while aiming for priority targets with Q-W
