Legitimately have not seen a single message back that anyone was punished for it. That's pretty discouraging.

Their system is just a facade; it doesn't work, and probably it's because they need players. Sometimes tickets work, but you need to waste some of your time to write them, and check later if they actually worked.
don't be that guy that sits there waiting for someone else to be punished for what you percieved to be griefing, inting and rage quitting.
move on with your life. it's better that way. you shouldn't care about some idiot you'll never see again in your life. it's just going to make you depressed.
They don't punish for things that actually ruin the game. They only punish for chatting in the chat box because Riot is a PC company and never tells people to jump into the intake of a jet engine.
