In previous seasons, it was either 1-1-1-1-1 or 2-1-1-1. 2-2-1 was impossible and never happened.
You guys "brought back" solo/duo queue, but now 2-2-1 is a thing. Can you um... Fix it so it is like previous seasons and this is impossible? 2-2-1 is not fun. For multiple reasons I won't get into in this post.

But for right now, riot may have included such permutations to shorten Q times. Perhaps those permutations help fill role preference, or maybe they are just getting more people than expected Qing duo.

For your first point, yeah okay, but it's not really as much of a problem with the role selection.
Second point, is that really any worse than what was happening with the lack of Supports? cause this means that people are actually Qing up to play support. And over all, that's a good thing.
