Senna's ult should be global only at rank 3, not level 1.

Give it a range. If the adc is level 16, it'll likely not matter that much as you'll be grouped with your team at that point in the game. It has potential to make a big play though.

I'm a big fan of the big cool effect when you max out a skill. So I just thought of this.
