Why is the magic pen mastery in the DOT mage tree?
The magic pen is in the same tree that gives you a dot. Shouldnt it be in the tree that gives you extra burst and shouldnt the cdr be in the tree that gives you the dot?? Also, fuck yasuo.

ProfDrDeath1 votesThe %-based magic pen is in the sustained damage tree for the reason that this kind of penetration is synergizing more with sustained damage, the main use of which is to whittle down targets with high tankiness.
In the extra burst tree, there is penetration as well. Flat penetration, which is more useful against squishy targets, which you can delete with burst. Just for context, against the 42 MR common on squishies with flat MR runes on level 1, the 3.3 flat pen from that mastery equal to about 8% penetration.
14kIP well spent1 votesDoT benefits most from Magic Pen. There are more sustained AP items that benefit from pen than not. Rylai, RoA, Liandry. They aren't building for max AP so the base damage bleeding through is much better. If we gave the % Magic pen to burst, that would be a dick move.
It puts Lissandra in a weird spot, as a side note.
