RIOT doesn't want counterplay. They just want flashy insta-kill combos. They think that's what makes a good esport. Of course they are terribly wrong, but they'd never listen.
Meanwhile, top lane isn't a threat to mage users and bot lane is a shit show comparatively.
Except a shot from far away is more difficult to land than one up close, so it should deal more damage to reward that difficulty.
