What Purpose Do Runes Serve?
How do they enhance/improve the experience of LoL in a way that masteries don't?

they dont. they literally improve it in the exact same way as masteries.
But you have to use IP to buy them instead of champions.

Yea, you gotta wana work for something
I want to work to unlock champions. Not better numbers.

You don't need 120 champions to be good at this game. You only need 2-3 for each roles AT MOST. Let's be honest MOST players below platinum can barely play correctly ONE champion, imagine if they had access to all champions from the get go.

they dont.
This. They offer nothing to the game that masteries don't except for an unnecessary IP grind that does more damage to the playerbase by making the new player experience even worse.
Glad someone understands.
well honestly if you dont buy champions left and right you can afford a sweet full runepage or two on level 30 and be good. i like runes in general because it makes you feel like you can progress through the game for very long, always experimenting with new rune setups.
for example, i have rune setups that nobody else uses. this gives me opportunity to inch out little advantages about people who are too lazy or dumb to figure out the perfect rune setup.

All that could be done through the masteries system without making an 'experiment' with an effectiveness that is incredibly hard to gauge cost a month's worth of IP
well i dont know how it is for people who play 3 games a month but i basically have infinite IP

If you really have infinite IP, then what's the point of having a cost to begin with?
well its so that you can progress in the game and feel like there is stuff to unlock except champions which literally do nothing. runes give you power and unlocking power feels cool for kids.
Runes are literally flat stats. They only exist to customize your build.
Think of them as attribute points in any RPG, they aren't really necessary, but they are nice to have.
Is this a joke?
Gold Grab. Otherwise known as GG.
Elaborate.
To add grind.
They allow you to further customize your character stats wise. However, I'm not sure about it's relationship with new players since it can make the game hard to get into.
