She's got a dash into teleport and her passive lets here go invisible and create a clone. And she's got an insane amount of burst. It's way to difficult to kill her because if you got close enough to use a stun or slow then you're probably already dead thanks to the fact that she can kill you in one second or less.
I wouldnt say safe, id say shes hard to gank. She isnt safe when it comes to pushing waves, where she need to w and maybe even ult w. She requires you to play around her w cooldown

Original comment deleted. I made the mistake of comparing LB to Zed, got downvoted, and we all know that the downvote drones don't even read before pressing... I'm not in favor of Zed at all, but it feels similarly stupid that LB can "trade" with you and not even take damage in return.

Leblanc is essentially midlane Shaco, she needs to get kills and try to end the game as quick as possible.
Why aren't you people complaining about GP? Bullies lane and then scales into a monster (essentially season 5 Azir and now people are starting to get good at him like they did with Azir)
TBH Leblanc is super poorly designed, both gameplay and lore wise.

She's simply hard to gank, not "safe", her E requires her to stay in close range for quite some time. If she could kill you without her E, you're probably too behind.
Le bl main jumping in here
The fact that Le bl is safe is part of her power budget. You have to abuse it. If you cant abuse the fact that her kit gives safety in high elo you wont go far.

Now there are counters to le bl which ll make it so hard for you to do this like lulu (If you distortion in enemy team she can fk you up with 2 spells and has anti stealth mark) like wukong seriously I always jump into his knockup he just generally zones le bl when he ultis, rek sai (fk that tremor sense) oh did i mention that he can knock you up in mid air then there is also syndra alistar soraka and I could go on
Want an actual safe champion? Lux On paper this champion is not safe. Right? Atleast I dont find her safe on paper But in reallity I have seen multiple Lux players who lost against me buying mejai. They managed to stack it up in an even game. Heck whenever I play Lux I also rush Mejai. Lux just seems untouchable (I would touch her of course you know what I mean)
Just recently I lost a game when I had beaten the lux in lane but she ended up being more relevant thankts to her kit and safety. Unless your team is full of assasssins and divers lux is nightmare
Considering how many champions have gapclosers that can chase after her she has to be careful - it's not as easy as you've written out. I'm thinking Zeds, Yasuos, Ekkos, Ahri. Or you could even play Malzahar and be untouchable if played right, much easier ganks for your jungler or top laner which can also be Poppy. There's also Annie for targeted stuns but she might have a hard time getting close. It's annoying as hell that she has that much mobility but it does have counters.
Obviously if you play someone like Vel'Koz and Xerath you're going to have a tough time but that's to be expected. Characters need to be different and diverse.
Have you seen how much they've nerfed her Distortion speed from early Season5/4

She really is too safe for the amount of burst she has. She needs to be reworked into a hit and run, damage over time mage since her kit would be perfect for it.
leblanc falls off the least of any assassin. including zed. because of her safety and the fact that she has the highest base damage+ratios for an assassin in the game. she does the most damage of any assassin in a small window of time. name 2 mid lane assassins that are picked in pro play. yes you can't. its just leblanc. the only other assassin in any lane is nidalee and shes mostly picked for counterjungling rather than reliable assassin. shes more of a cleanup
now mind you Im not a leblanc main or anything but she doesnt seem like she fits her theme very well. Yeah she has the passive and her jump..but I dont really think the jump fits her theme all that much. And I dont feel her q or e fit her theme at all. I think if she had different abilities her passive and ult would be fine. But mind you thats just some random guys opinion thats NOT a leblanc main. :) have a great day.
Zed has a shadow that he can swap places with at any time which you cant damage but can damage you without you having the ability to do anything back to, more than 3 seconds of invincibility on an ult that works as a assassination and doesnt even have to stick around, he can just press R again the moment he activates it to leave after hitting you once and escape without a consequence but yeah, Leblancs the problem.
so what if leblanc is safe? The real question is whether or not her tower is safe
leblanc has like the worst waveclear in the game i think she can have a get out of gank free card
Playing champions with innate damage mitigation in Middle is almost needed these days.

She's getting some changes in the assassin update for what it's worth. That's not for a while though.
Maybe she is balance but the "risk taking" part of her play is ridiculous.
The title of this post is really far from reality. She can be hard to kill, but shes a risky pick in most situation due to unreliable waveclear and a weak late game.
