So it wasn't that ability that caused her to get dumpstered but that ability with all the utility she also possessed.

... the main reason why reksai was dumpstered was her fantastic clear speed. Her kit was centered around her having a global presence and being able to gank. Her basic attack augment was like xin zhaos; except it was also AoE and made her attack faster. So the ability was heavily nerfed and instead of being a fantastic ability, its now very niche at almost all stages of the game compared to xin zhaos Q which keeps him relevant at all stages.
