Vladimir needs bigger changes so he doesn't fall into buff/nerf cycle again.

Changes on pbe are nice, but they don't do anything about his kit in general. If he gets good again, his safety on mid lane and ult amp will again be permabanned in lcs and the whole cycle repeats. Like a lot of people said, maybe make his ult more selfish so it benefits him more, but also so he isn't just picked for his amp dmg.

Give him a VGU sooner.

Of all the champs on the VGU list (except maybe Cho and Swain) his concept is the coolest/has the most potential to turn out super well and be very popular.
