Maybe some buffs would help so shes not just a outclassed late game adc.

Wouldnt mind jinx to be top tier tbh, shes one of the most healthy champions in the game to play against.

I think she was played in lpl/lck shortly before worlds i cant Recall which exact Game though

She's not good in pro play because she's immobile and fragile and would require team wide effort to make work when its easier to instead put mid on a carry and just play the stronger Mid/Jungle combo. In pro play, ADCs are either picked on how well they can keep themselves safe while out putting damage(Tristana, Lucian, Kai'sa, Varus) or how well they can provide team wide utility(Ashe, Sivir, Varus). Jinx offers neither of these and if they want to play a protect the carry comp, they'll do it with Kai'sa, Trist, or, most likely, Kog'maw.
