Can toxic parts of kits just get removed until a rework can happen?

Champions like Kayle, Mundo, and Yorick are allowed to just fester as toxic champions who are useless or oppressive for years and years until Riot decides to address them. Why are these champions with clearly toxic kits just allowed to fester? Why was Poppy allowed to be a zero counter play assassin for years? Why can the toxic parts not simply be removed? Would it destroy Kayle to make her Q a skill shot and have her ult cost mana? No. It wouldn't. So why is nothing done about her until Riot can do a full rework? What. Fucking. Gives?

I feel like I am the only other person who wants this. Why do we get shit like Illaoi, Darius, Irelia, etc? Champions have been getting extreme for some time now. But the issue is Riot has handed too much power to the wrong classes or even in the wrong spots. Tanky champions don't deserve burst damage, they don't deserve to heal all of their health back up with their kit. Mages are only toxic because ADCs are forced to go all offensive items, and having that much burst paired with tankiness makes marksmen underwhelming. ADCs need to have more survivability and less damage. Dying in one second because the enemy tank used their full combo on you isn't right, especially since you are supposed to counter that class. Forget all of the people who say "you are supposed to get peel", in low elo you don't get peel and even if you do it isn't enough to hold off five people, including a team with strong engage.

Yes. It would. Soft CC that costs a lot of mana, especially if maxed second. Then again, everything but her ult and E cost a ton of mana. Her Q allows her to catch up to people or disengage. Remember release Syndra winrate? Think that, but worse, if Kayle's Q ever gets turned into a skillshot.

Oh most definitely it would. Kayle isn´t immune to CC, so locking her down, she can´t cast her ult, therefore she's dead. She can get locked down even when ulted.

Kayle is only viable nowadays because up in top lane it´s mostly a farm fest, which is something she snowballs through. And because Guinsoo's has Sated Devourer's phantom hit in it. Otherwise, she wouldn´t even be viable.

I feel like they dont wanna just remove skills without finding something BETTER to replace it with.
