@Meddler Why riot consider ap kog maw toxic?

when we have Ziggs Xerath Lux i'm not saying that they are toxic or op but they are the same thing of kog maw so why he is considered toxic and others not?

full AP Kog, (against squish) 700 damage void oozes, which are long range and have an exceptional width to them and come with a nice slow, Q is another 700 damage spell, just somewhat harder to land and also shreds armor and MR significantly. His ult is a 500 damage, super long range, spam skill that also reveals targets hit. Then no mana on W giving him a bunch of extra range and % max hp damage that also scales with AP. Oh and his Q gives him passive attack speed, which buffs his W.

damage values are based on my personal experiences.
