20% CDR runepage, scaling resists in the rest, unless you want to use hybrid reds.
You end up with 4k+ HP, 400 base AD when the passive activates This means 500+ HP shields every 6 seconds, 300 damage Qs every .5 seconds, sheen procs for 900 damage (total) every 1.5 seconds.
And it only costs 15k for max build. :^)
Nobody can duel you, but the enemy team has to focus you first or you plow through them Ultralisk style. That includes going through almost 2k shield.
I'd suggest having one of the following:
ADC: 
Support:
/ 
(yes really. The AD and armor are really nice, considering you buy none, plus he'll probably grab you some MR with
)
Mid: 
Top: Anyone that can engage for you.
Its probably better to go with Resolve tree, but Fervor makes it so people HAVE to focus you. Remember to use the lifesteal/spellvamp mastery :)
