I don't think you know much about balance. There is something that Riot takes account into when designing a champion; how will it be used. Vayne can be deadly when played correctly but has a lot of counter play. She has very low range, and her base stats are horrible, but to compensate she has a lot of out play ability and her kit makes her viable even when behind. If there is a good Vayne in low elo the player will quickly advance to playing against people of an appropriate skill level, these people know how to face the champion and will make it hard for the player to just win because they do a lot of damage. In low elo the low base stats and hard to use mechanics hinder the play, making Vayne's kit semi-effective but, the champion is nonetheless a ranged dps champion with an ad steroid and percent max health true damage, this will compensate for the players lack of knowledge for the champion. But I am not saying that Riot is taking into account your low elo games as part of her balancing, the higher elo people show the true strengths and weaknesses of the champion and give a more accurate representation of that champion's power. If you want to know what really can beat a Vayne, it isn't nerfs, its what you might know of, a magical thing we call hard cc, preferably targeted. She is prone to harass in lane, hard cc in teamfights, and strong dive/siege comps. All of which are available to you. There are champions like Renekton, Warwick, Velkoz, Katarina, Malzahar, Xerath, etc, who are exceptionally good against vayne, however with nerfs this arsenal of champions that can be used against Vayne would further expand with nerfs that would do what you want, which is make her vulnerable to all champions. If Riot was to do something like this they would add some major compensation to her kit, which we can see with Ahri changes, is just as bad. So for now I would suggest finding out the weakness of champions who have existing counters, and use them instead of asking for a nerf against your most hated ad carry :)
