Duskblade-like item for support (specifically SS)

I never took Duskblade as a support, because I play with friends a lot and I'm sure they'd have made a real Duskblade and stabbed me with it. But the concept of Blackout, and the minor speedbuff that it used to give would be a nice addition to a support item. I would personally love if we could upgrade Sightstone the same way you do with jungle items to include modifications like speed boosts and Blackout.

A bit like Viktor's items upgrade. Tiered just the same. It would help resolve the problem of being item-maxed and not buying reds, wile giving us a viable sweep option if we want to take Farsight ward.
