He needs that passive armor. I've tried levelling his W second instead to simulate the nerfs on live, it makes a huge difference. But you know what it doesn't make a difference with? His ganking power. You know what it affects? his dueling power. J4 was never a strong duelist, but his E got him by at least.
As a J4 top main, I would rather have the range on my Flag nerfed over the passive armor it grants me.

Ser Garland1 voteswhat world are you living in? the only time you can 100-0 the adc with JUST your ult and hydra proc is if you're in the jungle with chilling smite at mid game when you already have a few levels on her. Even then she should be wounded first , otherwise she can just jump out. J4 needs to hit that knock up/armor shred to even begin considering a duel.
The same could be said for all anti-carries
