Is Mordekaiser fair?
Or is league of legends just garbage now?

hes fair
It seems like he needs a fair number of nerfs to an overloaded kit.

overtuned =/= overloaded he is most definitely not overloaded lol
He's honestly on the weak side when people know how to play against him. He honestly needs some changes to fix his itemization issues and his very large lack of a late game.

I wouldn't say he's weak, at high level play he's pretty balanced, and maybe a little strong. He's really a noobstomper who just has a lot of counters, and falls off late game because of this. In lane he wrecks certain champs, and after can mow down teams under the right conditions.
Until Morg exists, or Qss exists. He has to build damage yet isnt anywhere close to being tanky. Hes like the opposite of Darius, who has no problems with damage, but has piss poor defenses. When I play him, he doesn't really scream juggernaut like Darius and Aatrox do. Each Juggernaut (except Skarner, he's a jungler) has the ability to beat the other. Morde however doesn't.

Darius and Aatrox seem more tanky because they have huge built in combat heals, while Morde doesn't. Morde has the shield instead.
His shield requires a gameplay investment to be good and his sustain is non-existant. Where as every other Juggernaut has great sustain.
Exactly. And if they dont want to give him sustain, then make him more resilient.
He actually kinda is.
There is a reason for it, since they had to put alot of stuff which bruisers usually have to build for in his kit, since he is an AP bruiser and this class lacks proper itemization. Riot stated themselves that they have to put more stuff in kits for AP bruisers to balance out the fact that they don't have fitting items. But his kit is kinda packed with stuff.
Resourceless Passive: AoE % health damage and movementspeed potentially forever, also on-hit magic damage on auto attacks scaling with AP Q: AoE damage, gets bonus damage if just hits 1 target W: shielding himself and option to heal himself E: damage and AoE pull, additionally passive MR shred R: "duel" arena which kinda works as a CC, additionally stealing 10% enemy stats, extended duration for the stat steal if he kills an enemy
I mean, come on, his passive alone already has 3 effects on its own. And 2 of his skills are giving him stat bonus (ult with stat steal, E with free MR shred)
But how much of it does he need, and how much of it actually works? AP on hit is fine, but it lacks since he doesnt build much AP in the first place (if he does he gets blown up in seconds). Q doesnt need the solo damage amp, i'd rather have it deal reduced damage to multiple targets but gain better base damage or something. W shield can easily get popped by any high amount of damage since building defensive only makes you a walking fortress. shred is decent but the E lacks damage. R can be spellshielded or cleansed by qss to be made useless.
Giving these champions passive conversions of different types could possibly help. Swain with the new changes looks to be the true AP juggernaut.
He's "fair", but still needs nerfs. He definitely does not feel like a freshly updated 2019 champ to me though.
