Can you just completely scrap the new item?
Tbh if you left devourer as-is (infinite stacking, no phantom passive) and just buffed it to start at 30 (instead of 25) and allowed epic monsters to grant +5 stacks, it would be in a fine spot.
This new item is overkill, broken, hard to balance, and full of abuse cases and bugs. Just get rid of it....
Kingsgrave1 votesThe new item technically scales infinitely but it scales that way with Gold instead of with Farm.
They prefer that approach to the Farm one because it's easier to balance and curve.
Honestly it's not hard to balance. Make it 50% of on hit effectiveness on the 2nd hit, including CD reduction or just make it so CD reduction mechanics don't happen twice.
It should be a power spike but it shouldn't be such a large power spike that the character becomes a god.
