Why is Vlad's winrate so low in normal games?

I can't wrap my head around this. He was strong enough for pro games even post-nerf, he doesn't have any really difficult mechanics, his path to victory is really basic (sit and farm, be impossible to push out of lane, get enough gold to deal a ton of damage in teamfights before you die), and whenever I play as or against him he feels really strong, but he had a sub-50% winrate even before the nerfs hit him.

Do his players just not understand how to manage their health bars? Do they not know how to build him? Do they try to play aggressive during his weak phase instead of just farming for an eventual free win?

He might not be mechanically difficult, but low mobillity shortranged champs generally have more difficult decisionmakeing, especially as the usually are more easily punished for wrong decissions as they have to get close but have no escape that alows to easily get out again, and rely alot on proper pathing and positioning in fights, which is not easy. His high cd on W and the playing around his crimson rush again contributes to more complex decisionmakeing, use W at the wrong time and it may cost more health then it would prevent and is on cd when you really need it, and if you ever get into a spot where your empowered Q runs out befor you can cast it in a fight, you have a big problem as so much of your survivabillity depends on that.

Garen is a similar champ, his mechanics are as simple as it gets, but the winrate difference between new players and experienced garens is huge.

Because he doesn't fit into normal soloQ comps where everyone plays carry champions. Not only that but there are many soloQ champs that stomp vlad such as riven wukong quinn that aren't really played in the LCS. Honestly the LCS has literally nothing to do with soloQ... Vlad is a waste of a ban.
