I see this all the time, whether it be the 4/13 on hit effect bard, or the jungler with 5 kp at 30 minutes, its usually only the people who consistently do badly to warrant the flame that complain the most about it.
And rather than like, mute them, or something. They play the victim card. "You're attacking me"

If I say "You're going in too aggressively, stop", that's criticism. If I say "/All haha fuck u shitty adc keeps dying report 9x for feeding", that's flaming.
Criticism has a place. It's sometimes harsh (although does not have to be), but it's also useful. If you're just being an ass, that's completely useless. Saying "Stop feeding" is not criticism, it's flaming. Criticism inherently has advice attached to it.
There's a huge difference between the two.
