Addressing Zed's Ultimate

So as we all know, a delay was put on the re-cast of Zed's ultimate a while back. This was to prevent him from simply pressing R on a low hp target, popping back out instantly, and splatting them with no skill or effort required. The issue was, the delay made it difficult for him to accomplish anything with his ult against anyone with decent reaction time, or to anyone at all later in the game. While the idea was good, the execution was not. I propose the following solution:

  1. Remove the delay entirely
  2. Lower the base damage on Death Mark
  3. Increase the scaling from damage dealt This way, Zed will still have the option to perform quick in-and-outs, but will be encouraged to stick around and stack damage on the target, lest the reduced base damage fail to hit the (Death) Mark.

Why not just make his ult cost energy?

My biggest issue with Zed has little to do with any delay - if he just pops away without doing any damage, and only his ult kills me, then it was just my fault for hanging around. My issue is that Zed can swap with his W/R Shadows at apparently infinite range. If Zed ults me I want to feel rewarded for forcing him out of position, or having teammates nearby that can punish him. But unless he gets burst down in 0.5 seconds he will just zip back to his shadow. It also means that when trying to kill him, you have no good options if he has a shadow out. Either you chase him, creating more distance between him and his shadow so when he swaps he is now further away, or you just don't chase. Not that assassins shouldn't have some escape, but when I get jumped on by Zed and Blitz pulls him under a tower, and then he just swaps back to his previous position, it feels like you're punished for even trying to react to him.

Only his R shadow has an infinite swap range; his W shadow has a limit of 1100 range (slightly shorter than sight range)

If you have the reactions for it, you can ult in botlane, teleport to top, and blink back. I'm not sure what situation this play would be necessary in, or what teamcomp would run Zed support and REALLY want him top for .5 seconds, but it's there if you want it.
