I don't think it's a fun experience to play against a champ that has on 1 sec cd 100+60% ap damage spell at lvl 1
a passive that punishes you for doing good. and a global ult that can remove 70% of your max hp

I think the point is some champions are more broken and should be focused first. Just like there are champions that are bad
and still haven't got a rework.
