I play tristana I get atack speed from Q so going IE without attack speed items is pretty okay.
BF into runnans when behind for the more ease of farming to catch up quicker. That's when you wanna level E a bit more.

and then instead of a full AD item, Attack speed makes AD scales exponentially and since hurricane has crit chance in it...

For example, Cait crits charge up faster, Ashe slows more people, Jinx AoE AoE rockets (because fuck having fun).
