What I'm say is the first time I cast E....Ekko will only dash. He will then have 4 seconds the cast it again, but the second cast will be the auto blink attack .
The reason I suggest this is to make it easier to land his Q on the way back. It would also make dodging and counter attacking in lane better
Edit: He would also have better use with lichbane where he can activate it twice with his E.

I dont know if you have ever played Ekko, but unless you stun your target, his q is super hard to land on its return. Allowing Ekko to cast his E twice means I can better control my angle when the q is returning. It would also prevent me from auto attaking a minion while in a skirmish.
It would give better control of his q e combo....
Edit: he would still have his auto blink on the second cast
