Should shield stacking have a diminishing effect?

This is more of a proposal aimed at discussing rather than an attempted persuasion at one point or another. On one hand, I see a nautilus or Sion with CoC and their innate shields plus an Orianna shield and think to myself "that's fucking stupid." Then I think about the intention behind this and I realize that these champions have specific functions in mind and shields will make anything more durable, not one specific class. So I find myself in this weird place and I often go back and forth on this. I'm wondering if people think this is an issue in the first place, and if they do, what would be a way to address it? And hey if not, feel free to chime in.

I don't think so. Shield stacking punishes naturally because if your shield only lasts 3 seconds but you throw a big shield on top of that by the time they break the big shield the 3 second one will be gone. This goes doubly for decaying shields like locket.

Healing stacking punishes with a health cap, shield stacking punishes with a duration.

That's not always true though, some shields have a pretty lengthy amount behind them. I suppose the question really becomes, is there enough of those long duration shields that the entire concept of shield stacking should be adjusted accordingly or individual cases be addressed.

If you notice pretty much every long duration shield is a self buff shield. You can't really pour shields onto someone and expect them to stay up forever. At most you give about 5 seconds of shields, only about 3 seconds of which the players are pretty much damage impervious from the raw shielding.

Self buff shields are balanced around the champion specifically using them, and as such can have longer durations like Naut shield. Thinks like janna/Lulu shields aren't going to last as long because they are more flexible as well as to lessen their effectiveness when paired with someone like Naut.

Also note that there isn't much you can do with shield stacking that can't just be achieved by a kindred, Taric, or Kayle ult alone, and all of those only require one champ to really pull off.

I think the issue with support shields is that they last too long. Janna shield is 5 seconds long, and spell cooldown is only 6 seconds late game. Doesn's that sound broken af? I believe if shield were more like Barrier, 2 second duration, especially made to mitigate burst it would be much helthier. Talking about support shields though If character has a shield in his kit only for himself (Sion, Nautilus) then they probably need whole duration of that. And already gated more by cooldowns anyway.
