All the other patch notes explained reasons why a champ probably needed buffs, or nerfs.

Jinx notes basically read like this to me:

Jinx snowballs, we wanted her to snowball harder so we could make her flavor of the month and get people to spend RP on her, enjoy till nerfed.

Jinx seemed to be fine to me, maybe overshadowed by the reliability of other marksman, but not weak enough to get a fairly large and seemingly pointless buff on her ultimate. Seriously, no reason why she needed this, just said they wanted her to "kill? OK KILL MOAR!" in the notes. WTF is this?

She's one of the lesser ADCs. They also want people to build more AD and less attack speed as she is doing now.

It's not one of her main abilitys thankfully; on the bright side it's dodge able.

Downside - Your going to see a lot more ults killing people while they still have a massive chunk of there health left from close range.
