When you see that the champs who it's designed for aren't really using it... well, you know it's pretty weak. You can buff it and nerf those champs, but when malzahar, who is basically THE dot mage, is using thunderlord's instead... there's something wrong.

TLD and DFT were great until riot for some dumb reason chose to buff the keystone that was a problem (Seriously 5 seconds lower CD at max level?)
We don't care about multiple TLD procs early game so the CD increase there is ignorable but giving it anymore of a buff of lowering it's CD under 20 at any point of the game was a dumb move on their part.
