A Brief History on True Damage (Where the Hell is Morello?)
Let's tell a quick story, shall we? This story covers the rise and fall of Metas, some vague trivia, and some commentary by our lovely RIOT staff. Yes, I will be quoting RIOT, their posts, and their videos in this brief story. I remember the first little fib in this story, as I saw the release of Olaf. Here we go.
(Summary at the bottom - There are countless other posts and videos, these are the most relevant.)
True Damage entered the game (despite the Olaf Champion Spotlight claiming he was bringing a new mechanic) in the patch 0.9.25.21. This can be found at ( http://leagueoflegends.wikia.com/wiki/V0.9.25.21 ). Herein we discover the release of actual True Damage (Spawn tower deals Pure Damage that ignores damage resistance) in the form of a Corki Passive. Before this, in the time that Ashe was called Bowmaster, and we had a skill named Boost, This issue had never arisen. While this was still technically Beta, so most players never noticed this change, it seemed like the ending of the world for some. However, like all things, players adapt and move on.
About a year later we the community began to play with ideas such as items like Malady and Wit's end having True Damage on them. Having not had to experience the first blow True damage had on those poor beta testers, most of us having joined upon the release of Open Beta, we didn't really know what we were asking for. RIOT returned a response:
**"chokes on coffee
BUWAHAHAHAHAHAHAHAHAHA (There were more HA's)
SmashGizmo - RIOT QA" Response to adding True Damage to items.
2010 **------------------------
We players, however, tend to have a short memory, and of course Season One was kicking up and we had a massive influx of players. Like we had, after extensive arguments between us and RIOT (RIOT actually making sense), they began asking for more True Damage as well. RIOT had already 'given us what we wanted' in the form of Vayne (which we all soon were screaming about). Once again, RIOT Responds concerning True Damage, and why this concept drives up HP values and tank item purchases across the board:
**""Excessive use of True Damage is a horrible game design concept. There is already quite a lot in LoL (Irelia's Hiten active, Olaf's Reckless Swing, Cho's Feast when under threshold, and Ignite). And it certainly should NOT be added to items, as then anyone can buy it (which leads to everyone buying it, which is removing a decision the player has to make, as it becomes required, etc and so forth). note: this becomes important.
TL;DR: Most likely will never happen."

2011 **----------------------
Well. That appears to be the end of THAT. In fact it was soon after that nearly every form of True Damage was stripped from the game, all forms of scaling of True Damage were removed save two:
Cho`Gath ult was no longer an execute - it now did scaling True Damage. Vayne's damage scaled very minimally.
We had six forms of True Damage - at all - ever. This was the promise of RIOT, and they were Done with this idea. We were so behind them, and so very grateful that the first Tank Meta was finally over, that we - the community - began to argue against RIOT wishing to implement new forms of True Damage.

(My God did they just outline the issue with giving tanks Damage? It's okay, in the Patch Preview for 118b and 125 they also discuss removing the ratios for such champions as Alistair, Shen, Etc for the same reason - Tanks with vastly too much damage.)
Where do we sit now?: 15 champions true damage 5 items *See Edit
Interesting. An issue completely blamed for the first Tank Meta, promised to be extraordinarily limited, if ever used again, and even explained as a 'Bad Game Design Concept.' is becoming more and more common. We then had a Cinderhulk Meta, which was fixed via fixing items (and again if one looks dropping the True Damage that champions dealt). Now we have a growing Tank Meta and what is to blame? Items. If you read the boards, of course. It could not be the 'Bad Game Design Concept' that is being pushed out with numerous new champions and items. Morello, the single strongest voice -against- True Damage seems to be missing, and we are watching the rise of a true Tank Meta once again (Cinderhulk was just annoying, to those of us who lived through the V1 Tank Meta).
TL;DR Summary:
Players: "Give us True Damage!" RIOT: "NO" Players: "Okay. Shut up other noobs, the answer is no."
New Players: "Please give us True Damage?" RIOT: "No - bad idea, we covered this." Players to other players: "Really bad idea guys, here's why" New Players: "QQ Moar Noobs, L2P." RIOT: "Fine, here is a small bit. Leave us alone we are nerfing Irelia... oh, and try to be nicer to each other."
New New Players: "Gib True Damage." Old Players: "Bad Idea - Here's Why." New New Players: "L2P Nubs, QQ! Salty! Cancer! Games Change!" RIOT: "It's... kinda a bad idea." New New Players: "Noobs! QQ!!! Salty!!" RIOT: "Wait, what? But... Know what? Fine."
All The Players: "The hell RIOT? True Damage is insane." RIOT: "QQ MOAR NOOBS! Have some more!"
Edit: They nefed tanks after I posted this... but I warned you all two years ago. Since this post they have added more, and more, and more.
