With Homeguard no longer being tied to the enchantment system, almost all of the remaining options are very broad bonuses to movement. As seen earlier this season, bonus movement speed is a dangerous thing to stack, with boot enchants being a major contributor. When considering how warping Alacrity’s been toward introducing movement speed into the item system (and how potentially warping Captain or Fervor can be), we’re pulling the system to put a tighter leash on the ways champions can gain extra speed.
It’s possible that we’ll revisit the concept of boot enchants in the future, but only after we find ways for it help dodge mobility creep - not enforce it.
They didn't take them away to hinder mobility creep--despite them mentioning it--it was moreso because they were simply letting teams that were ahead get even further ahead and overall just increased mobility for no real reason other than why not. Embracing mobility creep and creating ways for immobility to contest it is--from my perspective--what Riot is trying to accomplish as of late. Things like Poppy's W, Taliyah's W, Cass's W and overall buffs to immobile champions like Malz and Anivia that are allowing them to compete with their more mobile counterparts.
This is also why Homeguards still exist in the form of a gamewide buff at 20 minutes. And why Ghost just got its Distortion-level movement speed back. If reinstating these defeats the point then they already have.
And this change isn't so much about increasing movement speed across the board (only affects ADC's and sometimes YI really). It's directed at giving Berserker's Greaves a real decision point when looking to choose a boot upgrade. Perhaps the number is too high but I'd think that a 10% boost that decays over 2 seconds is pretty reasonable (5% after 1 second). Perhaps even toning down the base movement speed to compensate.
In any case, the point is to implement a sense of identity into the boot option--the conceptual numbers can be adjusted.
