Nerf List for Post 2016 Worlds

Alistar is fine, Syndra only needs very minor damage nerfs, Rylai's is more than a worlds issue, Nidalee needs some design tweaks, Kennen only needs some minor tweaks, Jayce will become obscure again in two weeks, Elise is fine, Ezreal is fine, Protobelt does need some changes.

Isn't Rumble like, barely played recently? He did extraordinarily well only on day 1, since then it's been only 50/50 results or getting shitstomped.
