Two small Lucian buffs that wouldn't push him over the edge.
As a Lucian main, I don't think he's in the best spot right now. He actually has the lowest average winrate out of any ADCs at 45.98% according to http://na.op.gg/statistics/champion/ here are two small proposed buffs that would allow him to be more elusive while not pushing him into season 4 broken stage.

Allow Relentless Pursuit to reset on kill with The Culling. This buff is a reverted nerf from before. This would add a little wrinkle into his gameplay, allowing him to be more mobile during The Culling if he scores a kill.

Relentless Pursuit now removes slows. This is also a nerf reverted from previously. This type of buff will allow him to be more elusive, if timed and played right. This change would help solidify him in his niche as the "kite adc"
