Can we disable certain "utility" runes in lower ranks? Like below Plat.

I don't like losing games because we lose the 2v2's 100% because my teammate does a troll rune page.

Every single bot lane I've seen that runes weird runes (glacial) loses.

No. There is no such thing as a "wrong rune". Everyone can take what ever they want and see if it works. Doesn't matter if its normals or ranked.
