anyone who knows how to farm efficiently will always carry a game as 
i start 55 ap flat in my runes, play extremely passive and almost exclusively use Q to farm by the time 5 minutes hits i have 35-40 farm, and 20-30 of it is bonus ap. so thats 85 AP with a rank 3 Q before first back.
as soon as first back happens its over. i can build whatever i want safely just because of how much ap i already have.
so im extremely safe early, and late im just unstoppable.
Sasogwa1 votesIf you plan on farming all day, why the heck would you ever start 55 ap flat? Farming gives you AP, you'll be far better with other stats, such as magicpen and CDR.

the flat ap gives me the option to safely farm or straight up nuke someone depending on the matchup.

Yet, 40% cdr Veigar is insane in lategame (scaling CDR op). I suppose you still have magicpen reds and some defensive runes in seals, or do you get flat AP on that too? :o
