The game isn't designed to be played with the chat function as a crutch.

They might have the mastery to reduce them, that would not be fair. You can keep a rough idea of those cooldowns yourself.

Pretty sure you can see if someone has that mastery if you press tab and hover over his summoner spells anyway. Imo it would be a cool change because where I play people never call flashes which kind of sucks when Im playing Thresh and I dont know if I should predict a flash or not..
