Why are champions getting buffed on their Base HP, HP/lvl and Armor/lvl?

Is it compensation for the nerfs to health and armor items in patch 5.16? Or is it so they will stand a chance against >> Garen Darius.

More importantly... Why hasn't Shen received any compensation buffs?

Yes, I believe it is compensation for the general armor/hp nerfs. It seems to be primarily aimed at helping out supports and some junglers who will struggle with the nerfs more due to their limited income. I'm guessing Shen wasn't compensated because he is primarily played top where he will be getting more gold than the typical support.
