Xin should get the damage blocking zone ONLY if he hits a champion.

With the way it is right now, it just provides him unnecessary survivability in certain scenarios.

Looking at the ult, we have other abilities that do similar things, fizz e, mao w, shaco ult to name a few that can be used to avoid damage, plus the cd is rather long and if you are using it to survive a karthus ult or as a survival tool you arent using it as an engage tool so there is a good trade off.

So i disagree with your statement

Well Fizz and shaco are slippery assassins, and maokai needs a target and crucial timing in order to dodge it(plus he's a fucking tank so he wouldnt need to dodge it). His ult will be on a 100 sec CD at ALL levels with no CDR. And his Q still reduces his cooldowns.

My point was that there are a many great variety of skills in league that can be used in defensive manners and xin's is no different. It is a creative move that only benefits xin, not his allies or his enemies, just xin and that protection is only limited to if they are outside a certain area. The counterplay is there and at least it doesn't eat skill shots for breakfast like a gentle breeze everyone loves to complain about.
