I think they're just going to revert it and lower the AP to be in line with other AP reductions that occurred with the MYMU

Making it an AP/Mana item would cause it to overlap to much with , especially in regards to slows.

If it ends up AP/mana/CDR, it then overlaps too much with , and doesn't solve the issue of all of the mages in the game that don't need Rylai's still abusing it, while the ones that actually need it can't purchase it anymore due to mana being a large portion of the cost, and losing HP entirely on it.
