These two keystones are so unbelievably broken. These two keystones are so overloaded in stats and benefits. Look at the rest of the keystones in this game. They only do one simple thing, meanwhile Conqueror and Grasp give permanent benefit while also outscaling the rest of the keystones. I would like to see these two keystones removed next season.

You say that they both give permanent stats and outscale other runes. TOGETHER they do both of those things, but each only does one. Grasp gives you (paltry) permanent HP while having 'another' effect in the momentary healing and damage. It's quite useful in lane, but don't be blinded by the fact that it gives theoretically infinite scaling stats. Grasps scaling is shit.
You say that Conqueror outscales other runes. The funniest part about this post to me is that the rune that Conqueror is most often talked about as outscaling is Grasp, the very rune you're complaining about outscaling other runes... Anyways, Conq is not great early and does not in fact provide permanent stats like you mistakenly think. At least you're not all wrong, because Conqueror is indeed overtuned right now, but what it needs is a nerf and a slight rework not removal. The reason it should stay in some form or another is because with current runes pretty much every class and playstyle has a decent keystone built towards what they're good at. That's what Conqueror is for bruisers and without it (look at S8 pre-conq) a lot of bruisers are too weak but more importantly it's just super frustrating for them not to have a decent keystone when pretty much everyone else does.
The final thing that confuses me about your post is your assertion that these two keystones are so fundamentally different from other keystones because others "only do one simple thing" and presumably in contrast these 2 do multiple less simple things. I don't understand how you could think that. Conqueror does "multiple things" in that it gives a multi-faceted buff the longer you stay in combat. If you're going to evaluate things from such a simple thoughtless mindset however, Unsealed Spellbook is COMPLETELY broken as it does "way more things" than either of these runes as they each only do '3' distinct things while Spellbook is close to a dozen. Insane! How has this not been removed yet! /s
