Depends on the champion, it's good for champions like Yi and Jax or pretty much any ADC champion.

10 ad would be better. Too bad it isn't 10 ad.

As Volibear Jungle AS is a must.

It's 10 adaptive force, NOT 10 AD. Ir's 6 AD per 10 adaptive force. I preffer 9% attack speed or scaling CDR(depends if I build max CD or not.

It's not 10 AD.

It's 6 AD.

The champs I play need that 9% AS

Champs like Kalista or Tristana definitely prefer AS over AD. Jungling also becomes far easier with a bit of AS.
