She outscales and outduels every single ADC in the game. She gets her first power spike 150 gold sooner than a vast majority of ADC's, and she can bully lane while farming safely because of her auto-tumble-auto-condemn combo. She gets her second power spike 600 gold sooner than a vast majority of ADC's, the equivalent of 2 kills or ~40-50 CS. She can inherently break tanks without needing to itemise for it at all. She can easily self-peel one target in fights.

Does she have counterplay? Yes. Does she have weaknesses? Undoubtedly, yes---but she has very little counterplay and many, many more strengths that weaknesses. That's why she's inherently imbalanced. She's supposed to be a risky pick with a weak early game but a late-game payoff, and there was a time when she was exactly that. However, that's not what she is now. She hits her first power spike sooner than any other ADC, and has consistently high relevance all game long immediately upon hitting that spike.
