Now that you've nerfed Cho's only way to kill someone

Add on twenty seconds in exchange for the ability to stack my ult twice as fast.

50% CDR if killing a minion/monster with it. Thats 40s CD (down 20) so that you can get your ult stacks up 33% faster. You also cost 50% less mana that way. Its a buff.

You can stack like 33% faster now

It's a buff until he hits 6 stacks. It's a nerf in the choice department though, since 99% of the time it's safer to snack on a minion/jungle monster than use it on a champion before you have 6 stacks.
