Make her % damage scale to how much ARMOR and MR her target.
After 3 Auto attacks Silver bolts does 5% of their max Hp and an Additional 1% For every ( x ) amount of MR and ( x ) ARMOR the target has.

Vayne is actually a good tank shredder as it is, true damage % health is doing its job VERY WELL, and well enough. It's even extremely obnoxious to be shredded no matter how tanky you are, the suggestion of being even less tanky when you build tank.. is way too unhealthy. Vayne is not a bad tank shredder, she was just a too good squishy killer for her identity of tank shredder. And that's even partly because she's already so good at tankshredding that she doesn't need to build antitanks items and can focus on a squishy killing (crit) build.
She's the only adc that doesn't require 
to destroy tanks.

Yes she's what we call a "broken champion". Well she got nerfed so.
Anyway I hope you do realize that champions will always try to compensate their weaknesses, maybe more than enhance their strength. In Vayne's case, the fact she doesn't even build Dominiks while every other single adc does (cf. champion.gg) is absolutely huge. Well the thing is also that her shredding is somewhat independant of her build (it has no ratio), except attack speed. So she doesn't need any anti-tank stat to be an anti-tank, that is why she can focus on a build that is better against squishies. Do you get what I say or not?

Wait, so if you absolutely destroy squishies that means you are not tank shreder? Since when? Because I very well remember that balanced Q buff that could IK squishies and still, she could 3 shot any tank.
