No feet, no boots
Nami should also gain movement speed instead of buying boots, like Casseiopia.

Hat. :P
As neat as that sounds, I'm pretty sure Cassiopeia's passive is more so in place to give her the advantage of being able to buy 6 full items without worrying about boots. It helps her identity of being a high damage late game AP carry.
Nami doesn't really need the extra slot in my opinion. She isn't really in the same boat as Cass. she is a support after all, and has less gold to play around with in the first place most of the time. Plus I feel waiting for your move-speed to scale up would feel terrible on her. I'm a Nami main and I'm perfectly happy with buying my boots, just gotta wear em as a neat hat. :>

No other mage in the game has that luxury, and in fact one in particular has a slot taken. While that strength may be the intent, the reasoning behind it is because she is a snake.
Nami should be treated the same, and have the opportunity to buy every support item.

No, that's a fun little joke they made because Cass doesn't actually have feet. The whole point of her not being able to buy boots is to allow her the ability to purchase 6 damage items.
Cass starts with the most ms with sorcery and precision
Yes. And?
i think nami should get a second passive where she gets boosted speed in the river. seems fitting.
Urf the Manatee
Take the water walking rune and you got it.
And give up scorch/gathering storm? No way. I just think it would be a nice addition to her character flavour.
You could take the Waterwalking rune...
Or just cast Tidecaller's Blessing on yourself, since her passive is already giving allies/herself increased movement speed lol
Should Urgot buy six boots then? One for each leg? Cass being bootless is part of how they balanced her kit, and then they made flavor to surround that decision: Nami wasn't built with that in mind, and moving forward on a change without fully appreciating the ramifications would be bad sauce.
Cassiopeia was designed around that basically.
But this is not true for Nami. She is kiting way less than Cassiopeia and she isn't a hyper carry, but a lane bully.
It doesn't make sense gameplaywise for her to have that effect, it would just be for thematical flair.
And if you begin to add this passive just because of that, then you have to do the same for:
