Heimerdinger can not be balanced in any meaningful way given his current kit. When he's strong, it's too oppressive (even against long-range mages), which will eventually prompt Riot to nerf him into a nonviable state. But when he's too weak, he's ineffective. At best, he's annoying to play against if you're playing a melee champion when he's too weak. He needs another gameplay update that fixes the issue of him being oppressive to play against while retaining is core identity as a zone control mage.
