Lucian's kiting ability is absurd

With the new changes to items and masteries, Lucian now has over 500 movement speed while in combat, and a dash. I've seen multiple instances of a lucian, who is often not even fed, kiting 2 fighters or bruisers at once and end up killing them both because they simply cannot catch him. Basically this is an example of an adc 1v2ing his counterplay, which is stupid. period.
