I imagine the reason why voli has avoided buffs is because his kit is just garbage. It's great early if ahead and complete crap mid-late.

Yeah Voli needs a full rework to be about to do anything. On another note, there's really no reason to play Voli over WW. They have fairly similar kits but WW is better all around.

volibear is a champion who suffers from

binary kit syndrome

many other champions also have this same condition but not nearly as bad as volibear (jax, akali, tryndamere are a few such champion)

if your main champion has bks then you can expect some of the following symptoms

  • your abilities are point and click
  • when ahead you completely delete champions
  • your enemies cry "omfg no counterplay" when they die to you
  • when you have fallen behind by dieing one or more times, a bronze 5 yasuo main can do more for your team then you
  • slight buffs can completely break you; while a small nerf can make you unplayable

if you can think of any other champions with similar traits do tell

(and this is just a joke please don't hurt me)
