@Riot: How possible is it for the community to be fully involved in creating a champ?
Now, here me out. This champ will still be made under the guidance of Riot, and anything that won't work in the game, Riot would have the power to say "Hey, this isn't going to work, we need to figure something else out".
However, this champ would essentially be community made, with the community making decisions on what role they would be best played in, what kind of abilities they have, how they would act in the lore, what they look like, etc.
Now you may think that this would be a logistical nightmare, however, I believe Riot has already made a tool that can make this process very easy, and we're currently talking on it. The Boards, having both an up/downvote system AND a voting system, makes it very easy to sort through what would be THOUSANDS of requests or recommendations. I've also seen Riot get creative with the in game client, so for people that normally don't browse the Boards, but would still be interested in making a contribution, Riot could make link on the client saying "Hey! The community is making a champ, how about you join in?"
Now, the grunt work will still come from Riot. Obviously, the community can't actually design, play test, but fix, or code this champion. However, the community would essentially have full artistic control over the champ, but with a gental, guiding hand from Riot. Say, a proposed ability has the general community acceptance on it, but looks to be extremely unhealthy from Riot's perspective, Riot could step in and say "Great idea! But..."
Anyway, what do you think? Would there ever be a chance that this happens?
