37 Matches and counting since I've seen an honor ribbon

So if you consider that there's 9 other people, that's 334 people I've seen in a row without honor ribbons, implying that only aproximitely 1/3rd of 1% actually do have them. I as a player feel like I get honored pretty frequently, but haven't had a ribbon since the first few months of honor being introduced.

Is this system ever going to see some love?

I didn't even know the system was still around? I don't remember seeing it after they wiped it back then.

You have to receive honor ribbons frequently. I already unlocked three of them, one more to go :)

The one time I did see it the guy got 7x reported for no reason and no longer had it the next match . . . sooo.

It's not a hard and fast rule, but generally you should be able to earn a ribbon if you achieve ~1 honor every 2 games from randoms (i.e. people who aren't in your friends list or people you queued with). Many, many people don't achieve this level of honor (mostly because you have to be gushing positivity to earn honor at that high of a rate).

Source: I have a ribbon on one of my accounts, on which I make it a point to only be extremely, extremely positive.
